It's possible he's just talking about the NOTAMS (Notices to Airmen) system, which is roughly a glorified email server, though one where it's vital each pilot gets the NOTAMs relevant to his take-off and landing airports and the en-route conditions, and those vary through the day, so it's a moving target for every pilot for every flight, I'd mostly trust him with that as long as he doesn't play with the live system and conducts adequate testing. Anything closer to live ATC, he's passed his Peter Principle level and it's disappearing into the distance.
