So, if I understand things correctly, the Tories £2.5Bn for conscription, and £2.5Bn for increasing pensioners' tax allowances, are each to be funded with £1Bn from cutting down tax evasion and £1.5Bn from levelling up funds intended for the North of England.
This raises the question of where exactly the Tories think there's £1Bn of easily grab-able tax evasion*, and 2) have they counted the same £1Bn twice? Because if there's £2Bn of easily reclaimable tax evasion floating around then the incompetence of Rishi and Hunt is mindboggling.
Shafting the North out of either £1.5Bn or £3Bn of government funding is of course simply business as usual.
* You just know they're going after disability benefits again, not the 1%

Rishi figures "well I evade £1B taxes myself. Surely if you add together all the Poors together it's about the same amount."

I mean it's less than Truss and Kwarteng managed to drain out of the economy (IIRC), so who cares? (as it were)
