Most men's jackets tend to go at least to the bottom of the backside, it's fairly rare to find one that stops at the waist.
My sister and I went through an entire catalogue's worth of waterproof jackets last year looking for something that would suit me in the chair, and ended up with precisely two that wouldn't have a mound of padded jacket sitting in my lap. And both of those are still hip length, not waist length.
