NYC is the same way. New kerb cuts are put in only when the sidewalk is in need of repair, anyway. And since sidewalks on opposite sides of the street rarely need repair at the same time, you get haphazard, patchwork, access.
Meanwhile, in my uniformly 19-year old suburban neighborhood, all the corners have kerb cuts -- they went in when the roads were paved for the construction workers. But there are no sidewalks connecting them.
